A look back at the capitalization of ECLER, 2 projects in one for energy sobriety and the development of renewable energies in two contexts: urban and rural in Ivory Coast.
In support of the “Electricity for All” Program (PEPT) launched in 2014 by the Government of Ivory Coast, the ECLER IVOIRE project, implemented by Expertise France and funded by the European Union, has developed 2 components:
- 1. Electrification of 16 rural localities using renewable energies, with the aim of connecting 100% of families and ensuring efficient energy management.
- 2: Energy renovation of the SOGEFIHA building, which houses several government administrative departments.
Given the replicability potential of these two pilot components, Expertise France has deemed it essential to capitalize on the results at the end of the project in 2023, with the support of Com4Dev.
The workshops organized in Abidjan brought together all the players from the two components to draw lessons together from 4 years of activities, which had been marked by successes and difficulties that had been overcome thanks to good coordination and the motivation to participate in innovative projects. Beforehand, given the limited time available for consultation, the group work had been framed by individual interviews, a timeline reconstruction of the project’s entire history, several remote meetings and a field diagnosis, which helped to orientate the topics of discussion in order to identify the themes for capitalization.
The results of the workshops were then refined remotely to identify the main lessons to be learned. These were summarized in brochures that highlighted “7 lessons learned on rural electrification using renewable energies” and “10 lessons learned on energy renovation of an occupied public building“. There’s no doubt that the recommendations made will be invaluable to future players in the same fields in Côte d’Ivoire and other countries concerned about preserving the planet.
