The networks are international, and so must be the fight against them.
Commissioned by Expertise France, Com4Dev has supported inter-ministerial committees to combat TEH in developing strategies and awareness-raising campaigns (discover the lessons learned from this project).
Before embarking on the strategic workshops, it was essential to observe what was being done elsewhere, in other contexts, on other continents. The results were so rich that we felt it was important to share them here.

In Colombia, all citizens involved in the fight against

We were struck by the scale of the campaigns carried out in Colombia. The first campaign, “On te raconte des histoires” (“We tell you stories”), aimed at raising victims’ awareness of the methods used by recruiters, ran until 2020. The resources deployed were massive:

A campaign website with a range of information available to prevent TEH situations, regular content broadcast on social networks, TV spots and billboards.
A 24/7 hotline.
A ministerial anti-trafficking service with over 50 staff.
Lessons have been learned from this first campaign and a second, “0 complicity with trafficking”, has been launched from 2020. This second campaign will initially seek to inform citizens about the phenomenon. Before you can raise awareness and change behavior, you have to inform people.
Another lesson learned is that targeting only potential victims with prevention messages is not very effective. In this second campaign, all citizens are involved through the message “if you don’t denounce, you’re an accomplice”.

The Turkish voices of the victims

One of the lessons learned from the Turkish campaign is the use of strong testimonials while ensuring the anonymity of the individuals involved. To give the testimonies added impact, the campaign called on a well-known Turkish personality to transmit the stories of women victims in the form of short videos. By lending her voice, the victim does not expose herself, and the notoriety of the person chosen lends credibility to the discourse and captures attention.

Educational approach in the United States

In the United States, the Blue Campaign fights against TEH in the workplace. To this end, numerous preventive training courses have been developed to help professionals detect and report cases of trafficking. As for the general public, the observation is the same as in Colombia: to be able to combat a phenomenon, you first need to be able to identify it, so the first step is to inform the public about what TEH is.

A Swiss bus against trafficking

Also focused on the mission of informing the public in the first instance, a campaign launched by a Swiss foundation in partnership with the IOM provides information about TEH roaming the country. With their campaign bus, they travel from town to town to discuss the phenomenon with citizens directly on the street. In order to involve the public authorities, at each stop municipal employees from the social services or the police are involved in the awareness-raising activities, an effective appropriation technique!

Blue Heart Campaign, an international dynamic

The U.S. Blue Campaign is part of the global Blue Heart Campaign movement. At the initiative of the UNODC, this movement aims to give an image to the fight against TEH and to group together all existing initiatives under a single banner in order to give a powerful message on an international scale.

Sorority against trafficking: the MIST working group

MIST (Mission d’intervention et de sensibilisation contre la traite des êtres humains) is a French association made up of a group of Nigerian women, former victims of trafficking. These women are wondering how to raise awareness among potential victims. They have observed that in Nigeria, it’s not enough to show shocking images; everyone thinks they’re luckier than the others. They also observed that it is difficult to face up to the success stories of those who have succeeded in Europe and the “Madames” who recruit in luxury hotels in Nigeria.

For more information on these initiatives, download Com4Dev’s International Benchmarking on the fight against THB.

Photo credits: Gobierno de Colombia, MIST, Government of Turkey – Migration Management Directorate, Police cantonale valaisanne, U.S. Department of Homeland Security.

When we talk about human trafficking, we’re talking about a transnational phenomenon that’s difficult to identify, and therefore difficult to combat.
